Leniency scheme for late delivery of onboard units
Truck owners who applied for an onboard unit before 1 July but did not receive it in time will not receive a fine during the first week of the truck toll.
The truck toll came into effect in the Netherlands today. All trucks must have an onboard unit that records the number of kilometres travelled on the toll network. Truck owners can obtain an onboard unit from a wide range of toll service providers and fuel card suppliers.
The industry is well prepared for the truck toll. Virtually all owners of the approximately 165,000 trucks in the Netherlands have an onboard unit. For a limited number of trucks, this could not be arranged in time, despite the owner having submitted an application before 1 July.
“We want transport to continue,” said Jan Strijk, Director of Toll Collection at the RDW, responsible for administering the truck toll on behalf of the Ministry. “We understand that it is extremely inconvenient that these owners have not yet received one or more onboard units and are therefore unable to comply with the new rules from 1 July. This leniency scheme gives businesses the assurance that they can continue operating without the risk of a fine.”
In short, a leniency scheme applies to owners who submitted an application before 1 July but, through no fault of their own, do not have an onboard unit. No fines will be issued to these truck owners until 7 July. Once a truck owner has received an onboard unit, the service provider will notify the RDW, and the leniency scheme for the relevant registration number will end. From that moment on, the owner is required to use the onboard unit to avoid a fine.
If an owner has been in contact with a service provider for some time but the onboard unit has not been delivered before 1 July, they should notify their toll service provider. The service provider will then forward the relevant registration number to the RDW. The toll service providers are working hard to process all applications as quickly as possible. They are taking all possible measures to ensure that all customers receive their onboard units as soon as possible.
