Information for service providers
You can be admitted as an EETS provider to the EETS domain truck toll. After admission, you are permitted to collect the truck toll from your customers, which you have to pass on to the toll charger. RDW is toll charger on behalf of the Ministry of Infrastructure and Water Management.
You are eligible for admission as an EETS provider if you meet all the requirements listed in the EETS domain statement regarding truck charge (EGV, version 2.0 November 2024).
What is the EETS domain statement truck toll?
In accordance with European and Dutch laws and regulations, the EETS domain statement truck toll (the Dutch abbreviation: EGV) is the document that sets out all the requirements EETS providers must meet to be admitted in an EETS domain.
The EETS domain statement regarding the truck toll also contains the template for the EETS agreement that the toll charger and an EETS Provider sign for the provision of toll services in the EETS domain "truck toll". The process for EETS providers to be admitted is called accreditation. Only through accreditation, an EETS provider is entitled to:
- Provide toll services in the EETS domain truck toll.
- Sign service agreements with holders.
- Under this service agreement, collect the truck toll from holders for the kilometres logged in the EETS domain truck toll and pass this toll on to the toll charger (RDW).
EETS providers authorised to provide services in the EETS domain truck toll are entitled to compensation under European and Dutch laws and regulations. The amount and setup of this compensation is also part of the EETS domain statement regarding the truck toll.
Content of the EETS domain statement regarding truck toll
The EETS domain statement regarding truck toll consists of the following components:
Part 1 General conditions
Provisions on communication between the toll charger and the EETS provider, data protection, confidentiality, liability, warranty and termination of the EETS agreement, among other things.
Part 2 Procedural conditions
The required service level of EETS providers and the commercial conditions, such as the compensation paid by the toll charger to EETS providers.
Part 3: Accreditation
An EETS provider must be accredited in order to get access to the EETS domain truck toll. This part sets out the accreditation procedure and the requirements for obtaining accreditation and proof thereof.
Part 4 Contextual data
The information and conditions defined by the toll charger that must be taken into account for the determination of the amount of the truck toll and to complete the toll transaction.

You must also upload the following documents:
- Proof of registration as an EETS provider in compliance with Article 4 of Directive (EU) 2019/520.
- Draft of the Service Plan for the provision of toll services in the EETS domain "truck charge", in compliance with Article 45 of the EETS domain statement.
- Statement of acceptance of Article 44 of the EETS domain statement.
You must upload these documents via the secure RDW environment. We gave your organisation access to this environment in the previous step.
As soon as we have received your e-mail and documents, we will process your application as set out in the EETS domain statement.
