The truck toll applies to Dutch and foreign trucks. These are vehicles in category N2 and N3. They have a technical maximum mass of more than 3,500 kg. It does not matter what you use the vehicle for. It also does not matter whether the vehicle is empty or loaded.
N2:
Trucks with a technical maximum mass of more than 3,500 kg and up to and including 12,000 kg.
N3:
Trucks with a technical maximum mass of more than 12,000 kg or more.
You can find the vehicle category using the RDW licence plate check. The category is shown under the letter 'J'. (For vehicles with a Dutch license plate only.)
The technical maximum mass is the maximum mass that a vehicle with its load may weigh according to the manufacturer. The vehicle is designed and built for this maximum mass.

Motorhomes and some other vehicles are exempt from the Dutch truck toll. By registering your vehicle, you help prevent it from possibly not being recognised correctly in the Netherlands.
