The truck toll applies to Dutch and foreign trucks. These are vehicles in category N2 and N3. They have a technical maximum mass of more than 3,500 kg. It does not matter what you use the vehicle for. It also does not matter whether the vehicle is empty or loaded.
N2:
Trucks with a technical maximum mass of more than 3,500 kg and up to and including 12,000 kg.
N3:
Trucks with a technical maximum mass of more than 12,000 kg or more.
You can find the vehicle category using the RDW licence plate check. The category is shown under the letter 'J'. (For vehicles with a Dutch license plate only.)
The technical maximum mass is the maximum mass that a vehicle with its load may weigh according to the manufacturer. The vehicle is designed and built for this maximum mass.

Motorhomes with a non-Dutch registration
Does your motorhome have a non-Dutch registration and belong to vehicle category N2 or N3? Register it for an exemption. This helps prevent your vehicle from possibly not being recognised correctly in the Netherlands.
First, check whether your vehicle is registered as a motor caravan.
Check letter J on your vehicle registration certificate.
Does it say ‘Motor caravan (SA)’ and does your vehicle belong to category N2 or N3? Register your vehicle for an exemption from the truck toll.
If ‘Motor caravan (SA)’ is not listed on your vehicle registration certificate, check code 38 on the Certificate of Conformity (CoC) .
If ‘Motor caravan (SA)’ is not listed on your vehicle registration certificate or under code 38 on the CoC, the truck toll applies to your vehicle. You will then need an on-board unit (OBU).
Motorhomes with a Dutch registration
If your vehicle is registered with the RDW as a motorhome, it is exempt from the truck toll and you do not need to do anything.
Your vehicle is registered as a motorhome if it says ‘Motor caravan (SA)’.
Does it not say ‘SA’, but does it show N2 or N3 under the letter J? Then the truck toll applies to your vehicle and you will need an on-board unit (OBU).
The truck toll has two purposes:
Make domestic and foreign truck traffic pay for using the road, per kilometre driven.
Making the Dutch road transport sector more sustainable and efficient.
